In the high-stakes world of policymaking, there is a common misconception that the most successful advocates are the ones who push the hardest. We imagine high-pressure meetings, stacks of demands, and the constant "ask" for favors.

But what if the key to creating real change isn’t asking for favors at all? What if the most powerful tool in your belt isn’t your "position," but your expertise?

At this year’s EVA Annual Member Summit and Awards on Saturday, May 30, we are diving deep into a transformative strategy for civic engagement: "Educate, Don’t Advocate."

A Shift in Mindset: From Requesting to Resourcing

Most legislative offices are understaffed and overwhelmed by information. When you walk through the door with a list of demands, you are adding to their "to-do" list. But when you walk in as an expert providing a solution to a problem they are already trying to solve, you become an invaluable resource.

The "Educate, Don’t Advocate" framework is designed to build lasting trust. It moves the needle from "lobbying" (pushing a specific position) to "educating" (providing the context and data necessary for a solution).

Finding the "North Star"

To reach a decision-maker, you first have to understand what guides them. Every legislator has a "North Star": the core priorities, voting history, and constituent needs that dictate their actions.

During this breakout session at our Annual Member Summit, led by Ashley Lynn Qua (EVA Board) and Greg Winchell (Citizens’ Climate Lobby), participants will learn how to:

  • Research the North Star: How to look past the rhetoric to see what actually drives a legislator’s decisions.

  • Utilize Local Ties: Why your industry relevance and local connection are the "keys to the kingdom" for securing that initial meeting.

  • Project Confidence: Navigating the logistics of legislative outreach and maintaining your composure in high-stakes environments.

Data Informs, but Stories Compel

Statistics are the backbone of policy, but they rarely win hearts. You can have the most impressive data set in the world, but if it isn’t anchored to a human experience, it’s easily forgotten.

A core pillar of this session is learning the art of the human-centered narrative. We will explore how to distill complex industry data into real-world stories about the people who live in a legislator’s district.

By translating abstract legislation into the tangible impact it has on a constituent's life, you move from being a "lobbyist" to a storyteller who is highlighting the path toward a better community.
